Rupert Taylor's practice was established in 1968 and has advised clients throughout the world in the fields of:  environmental assessment, industrial noise and vibration, transportation noise and vibration, groundborne noise, ground borne vibration, construction noise and vibration, community noise, building acoustics & noise control in product development. Rupert Taylor is a world leader in the field of vibro-acoustics of railway structures and tunnels, with extensive experience in the measurement of railway vibration and noise, and the modelling, by numerical methods, the time-domain vibro-acoustic-dynamic behaviour of a moving train on a bridge or in a tunnel including all the effects of wheel and rail roughness and dynamic forces.

In 2016 Rupert Thornely-Taylor was awarded the Rayleigh medal by the Institute of Acoustics, for outstanding contributions to acoustics.

The practice has provided expert witnesses in many courts of law, both at home and overseas, at public inquiries, in both Houses of Parliament, and before the Royal Commission on Environmental Pollution.

Rupert Thornely-Taylor is an expert witness before the Select Committees of the High Speed Rail BIll in the House of Commons and the House of Lords of the UK Parliament, as he was for the Crossrail Bill. FINDWAVE® is a Finite Difference Model for predicting vibration of structures, re-radiated noise and ground borne propagation of vibration at acoustic frequencies. A boundary element module enables far-field prediction of structure-radiated noise from bridges and viaducts. FINDWAVE® is proprietary to Rupert Taylor.

 

Rupert Taylor wrote the Pelican book NOISE. The book jacket said "To understand what noise is and what can be done about it needs-at the very least-a knowledge of acoustics, economics, law, mathematics, physics and physiology. By skilful exposition Rupert Taylor has made the contribution of each discipline perfectly clear to the interested layman".

 

 

In addition to the technical aspects of noise and vibration, the practice has been active in legal and assessment issues.

 

The practice was a founder member of the UK Association of Noise Consultants, of which Rupert Thornely-Taylor is past President and an Honorary Member

The practice has been involved in the preparation of numerous Environmental Statements. including Jubilee Line Extension, Dibden Terminal, Thameslink 2000, Crossrail, Victoria Station Upgrade, Stansted Airport Second Runway, and Dublin Metro North.

 

 

 

Rupert Taylor was Chairman of the working group of the Association of Noise Consultants  set up review the use of BS 6472:1992 “Guide to evaluation of human response to vibration in buildings (1Hz to 80Hz)”, which recently published the book "Measurement and Assessment of Groundborne Noise & Vibration"

 

Rupert Taylor is a member of ISO TC108/SC2/WG8,  the working group of the International Standards Organization that produced ISO 14837-1:2005 Mechanical vibration -- Ground-borne noise and vibration arising from rail systems -- Part 1: General guidance

Defra appointed Rupert Taylor's practice to undertake a study of the effects of noise policy over the last 50 years by examining selected topics covering environmental, neighbour and neighbourhood noise. As well as investigating the effects of specific policies the aim of the project is to determine what lessons can be learned to assist the design and implementation of future policy interventions with particular reference to the Noise Policy Statement for England.

 

In 2006 the practice completed a review for Defra on the use of S80 notices served under the Environmental Protection Act 1990. Download the report.

 

To support their Neighbourhood Noise Strategy, Defra let a research contract to Rupert Taylor in 2006 to review the extent of the use of Performance Indicators by Local Authorities and other bodies (within the UK and other parts of Europe) to monitor the management of environmental and neighbourhood noise.  Download the report.

The Rupert Taylor practice, in conjunction with Schal International Management Ltd, was responsible for the project management of the Government's London Noise Map.
